The shepherds told about what they had seen and heard. That's the substance of evangelism.
Anyone can talk about personal experience. That's the simplicity of evangelism.
The angel told about the sign. In other words, "You should act on this."
Once the heavenly host left, the shepherds' first order of business was to discuss going. This is the surrender to evangelism. It is a choice you must make. Evangelism requires initiative, action. No evangelism would happen by the shepherds' staying in their fields and being with their sheep.
